As a bit of context, bullying is a big problem in Japan, and is quite popular as the social issue du jour. In many ways, it's worse than the similar problems America has been having recently, since Japanese culture places so

My point here is that it's easy to apply American cultural values to this setup and misunderstand what's going on.

Quite apart from everything else, this is such an important point to remember. People can see things that "read" as similar to something in their own society, and yet really those things can have a completely different import in their culture of origin. (I'm not being very clear here; basically all I'm saying is, "I strongly agree with this.")
