This weather is pretty unusual for the area -- but I'm not complaining! The rain is so much better than the heat and humidity and pollen. I've never known anyone from out of town to get a visitor's parking permit, but I guess it depends on where you're staying? There are so many out-of-state cars here anyhow, not sure that they pay too much attention. Hope your back feels better!
