Well, the obvious choice is Mustafar because of it's environment but if you consider how valuable water is on Tatooine then the snowball has an equal if not better chance of being stolen/eaten than melting. I choose Tatooine.

I think Tatooine has something of a moist atmosphere, despite the binary stars/suns... what point would it be to operate moisture vaporators/harvest water if there was not moisture in the air to be had?

Mustafar seems like an oven. With all that lava flowing, I expect hot air day and night, unlike the extreme cold of a desert at night (assuming Tatooine does indeed cool off at night).

Hot and dry day and night trumps hot/cold and at some point moist environment in the snowball melting race.

Or so I would think.

And I feel like I lose, just having an answer.

Cole says the snowball would still melt faster on Tatooine because Mustafar, being a volcanic planet, has a lot of water vapor in the air.
