It's doesn't look to me like it's banning public access either, what it might be doing is removing a requirement that research that receives Federal funding be made publicly available - but if so that wouldn't be the same thing, it would mean that researchers would have the option of doing a journal-only publication, not that they'd be required to do so.

I find it odd that Discover magazine would pop off like this. I'm starting to wonder what it is that I'm not seeing.

Yes this is totally assinine and is driven by journal publishers who see their "clout" slipping away as the Internet opens up more and more information, especially scientific information. These groups have had tremendous power for a very long time, and have made a huge amount of cash.

Conyers and the rest should be beaten with rocks for this. They are actually holding back scientific information from Americans.
