I've been spending a lot of time these past couple of weeks deciding which universities I'm applying to, and then applying to them. Here's my list (in order of preference

If you're looking at Theatre or Musical Theatre, check out Ithaca College. I'm not sure of their standing currently, but their Musical Theatre program was once neck and neck with Carnegie Mellon's.
I hugely recommend larger urban schools with BFA programs versus conservatory programs. Northwestern, while I'm not necessarily recommending it, has an EXCELLENT musical theatre program in the Communications school...so you get a B.S. in Communications and get to study theatre...the list of alumni are ridiculous: HEather Headly, Brian D'arcy James, Audra McDonald, the list goes on and on..
CMU and Penn State make me cream. Go there if you can.
Why not NYU? Even though there are arguments as to whether or not you will enjoy the program fully, its in the heart of where you want to be!
That's why I'm applying to Marymount Manhattan. I'm attracted to the smaller student/teacher ratio and from what I've read, it seems like a neat program. That one is probably 5 on my list of 5. I actually got to sit in on a class at CMU a week or two ago. Oh my god, I think I'll cry if I get in there.
All the new talent on Broadway right now is from Michigan... I think it's Michigan State, but maybe it's something else Michigan. Might be worth looking into.
University of michigan is extremely great. However, they don't audition anywhere near california and their requirements for academic standing is much more strict than the other schools. I'm sure the reason they're harder to audition for and are more nit-picky about grades is because a lot of alumni are on b-way right now. And since I have been in school for 3 semisters, that probably looks bad. It was seriously on my list for a while though.
It's actually University of Michigan, and it's a great program, as are all the schools you mentioned.
One, of many, reasons to avoid NYU is that an NYU undergrad degree in theater is a mirage. What they do is farm you out to various conservatory programs around the city, Stella Adler, CAP21, Experimental Theater Wing. Each of those schools are great, and cost much less to attend than NYU, so what are you really getting? An overpriced liberal arts degree and training you can get for less money from the source itself.
