To offer your services you can just go to the community, find an entry on what you'd like to offer (they have one for art, interesting things like tarot readings, food, fic, and graphics.) and fill out the form they have in that entry. Then people can bid by commenting :)

I'd say for latest updates you should check here. They update it every time new important things come in. The really big thing now is that there's likely to be over 100,000 people dead. :(
