And how do you deal with it? I mean it must be pretty common problem, it is very few of people, there are completely straight size EU38 or xs

I've only had sizing problems when buying from TaoBao. In the extra/small size, my waist won't fit by 2cm, but the small/medium will be too big on my bust, so I never know what size to get.
With blouses, I'll buy a slightly bigger size, because the one exact size I got ended up running small (plus weak buttons) and now I'm afraid of blouses, haha.
Taobao is a really weird place, I bought a blouse from there and it was too big. But most shops would not even caring my bust size, or they are already sold out. But even they wasn't, they would be too big in the waistline.
Maybe you should buy at store, there the size a bit run small? I have the Berry River skirt from Yolanda in xl, actually it should fit a 84cm, but I can just be in it with my 76cm waist, it is so thight in the shiring. They have got even more sizes than last time I visited the site. and now the Berry River JSK eksists in my size, maybe I should get it with the minihat, so would I have everything in series... On the other hand, I know the fabric is something I should iron every time I use it. And the flowers on hat, it is not the best quality, they frill.
My problem is that something will fit my waist and shoulders, but be too big in the bust and long sleeves will be too short. They also tend to be short length-wise, and I'm not even tall? But that might be because a lot of styles have a higher waistline and I like to to be at my natural waist. With jsks and ops I usually take it in where I needed it with a bit of loose hand stitching, so it will come out easily if I need to resize it or if I decide to sell.
It not because is short, it might have a high waist. Your body is just longer than the body the shirt is molded after. If we was able to strecth the bodice length, so it would be longer, it would seems like the waist dropped down a bit. But wasn't the truth, the propotions between the bottom, waist and bust are the samme as before, but now we have extended it in the length. Same thing with the sleeves. But it easier to take in, than out.
I've had sizing problems with many things in lolita, but the biggest problem I've had is the length of jsks, op, and skirts. When I first got into lolita, I knew I'd have some problems finding jsks, op, and skirts that are long enough to fit my height. Although I'm not an extremely tall person (I'm 5 feet 7 inches), I seem to be taller than normal and I always have trouble finding myself normal, everyday clothes long enough to fit me. When I began purchasing items for my lolita wardrobe, I bought with the idea that, if the bodice or waistband could fit me, I could make an underskirt to wear under the skirt to add some length. Most of my jsks, op's, and skirts are ok and I don't need to wear an underskirt (They are shorter than I'd like, but they are not terrible), but for my salopette, I cannot wear them without wearing an underskirt. If I wore them without an underskirt, they will be mini skirt length on me and would show way too much skin.
I am about the same height, I am just terrible highwaisted and have a long body. Then I was younger I have terrible time to find anything that would fit. I would keep that in mind, then I am looking on salopettes. Especially those, who need a petticoat. Short skirts that need a very puffy petticoat and my long body are not great combination. I don't think it amplifies to Baby's old school babydoll jsks, I have one and it is kneelength on me.
My biggest problem is with Innocent World JSKs. There is TONS of elastic left in the back, but somehow all their JSKs pancake my bust! I guess they're just cut too straight?
I guess it's just about finding brands that work for you? Angelic Pretty is my go-to brand because their stuff is long on me without being too long, their unshirred pieces fit like gloves, & I rarely even have to adjust the back-lacing when receiving a new piece (although short OP sleeves can be tiiiight!). But pretty much all other brands have issues for me of various kinds.
I'm too nervous to try Taobao & places like that as I'm guessing it's very hit & miss (& a lot of things seem very long!).
Taobao can be hit or miss, if you don't know that you are looking after. Personal I look after jsks, high waisted skirts, socks and more advanceded acessory. Ops & blouses I would not look after, because unless there is customsizing, I will have hard time find something that fit and suits me. And hats and berets would be too small to my big head.
For me, lolita has been an answer to most of my sizing problems.
My bust is a size larger than my waist, while my hip circumference (really it's more like my upper thigh circumference) tends to be a size larger than my bust. It is therefore impossible for me to find a modern dress that fits me in all places. The corset lacing and/or shirring Lolita dresses tend to have, along with the full skirts, are what I have always needed.
The only issues I still run into is the length from the top of my shoulder to the top of my bust, which is apparently shorter than average. Even before discovering lolita, it was common for shirts and straps to be too big. With JSKs, it's not a problem, but it can be a problem with open-neck style blouses and OPs.
