I used to wear Lolita every single day :3 Now I just have it as another "style" in addition to other fashions so sometimes I wear Lolita, sometimes I don't.
Only for meetups I wear makeup with Lolita. The rest of the time it's just another fashion style. When I am not wearing Lolita, I like to wear pastels and fluffy skirts in cute or monster styles :D

As for whether somebody is considered Lolita, I think if it's something you wear, even just occasionally, it is a part of your style and counts as Lolita!

I think if you ever wear it, it's lolita. I don't wear lolita very often (mostly because I have pretty strict school and work uniforms), and usually when I do it's pretty toned down. Also, I live in one of those places where it snows and rains a lot, so the style isn't exactly practical. I still wear "regular" clothes more often than not, jeans and t-shirts and the like.
So overall, you don't have to wear it all the time to be lolita, and you don't have to lifestyle it either. Wear it when you're comfortable.

I don't wear lolita nearly as often as I'd like to. Mostly because I have to go to work and wear more professional clothes on weekdays, and sometimes on weekends I'd rather just wear jeans and a t shirt.

You can still be a lolita without wearing it everyday. Even if you're only wearing lolita clothing to conventions or meet-ups, you're still a lolita.

I think it counts as Lolita if you feel it is. Personally I am not able to wear Lolita every day for practical reasons so it's mainly for meetups, cons and other special occasions. Often when not at work I also like to wear punk or goth items or clothes with a bit of a circus or carnival theme. :)

Personally I think as long as you actually make an appropriately lolita outfit, it doesn't matter whether you do lifestyle or just meets or only a few times.

I'm not really a lifestyle, per se, but I do wear lolita to work periodically (my office's dress code just asks us to be clothed), and the rest of my clothes vary quite a bit.
