You can find a lot of good deals on second hand brand on egl_comm_sales and lacemarket.us if you don't want to go the body line route. there are also a lot of reputable taobao gothic lolita brands like krad larente and dark box where you can get great pieces with much better quality than body line.

One thing I would suggest as a tall lolita is getting a good underskirt. little dipper makes some great ones and so does chess story which are all reasonably priced. they're a godsend to folks like me who are taller than you're average lolita.

I'll second Krad Lanrete. They offer a "long" size option for their releases; this specifically caters to taller buyers of multiple sizes (i.e. Medium-Long and Large-Long in addition to Medium-Short and Large-Short). Their current offerings are rather sweet, but they do Gothic as well ( ... )

Thanks! I'll look around.

As for my waist to knee measurements, it looks like it's 55cm.

Innocent World might be a good brand to look out for secondhand- they periodically offer designs in longer lengths. IW tends towards classic styles, but they offer plenty of dresses that can be styled as gothic. They also sell a lot of oddment/outlet lucky packs at a huge discount, so people tend to offload their items for good prices!

One of my friends is 5'10" and has longer legs, with similar measurements to you. She likes Bodyline's kuro, it tends to be relatively good quality (as far as Bodyline goes). Go for solid black if you do shop there. You may have to replace some bad lace along the way, but if you have basic sewing knowledge and a craft store nearby- or even use etsy- it's an easy fix. That being said, if you take a good long look and really scrutinize the stock photos, you'll usually be able to tell if the lace is bad or not. Make sure you're close to the listed measurements if the piece doesn't have corset lacing/waist ties, though. Swimming in Bodyline is never a fun thing to do ( ... )

Sorta tangenting, but there are some sites that sell brand overseas that will put them on sale so you could find Moitie for less than retail, if your heart was set on it. I know that CDJapan.co.jp is one of these, and they have pretty regular 20-50% off offerings for Moitie. Their descriptions are kind of limited though. Also, I know that Moitie is having their summer online sale right now, with a lot of stuff marked half off. Being aristo, they often have "long" options for some series, which at least would come to your knees X3;
