Chemises don't have darts in them. The OP said she asked the seller to customize a chemise into blouse length - she can't expect the seller to know that she wants a fitted blouse with a gathered square neck. :P
My two gripes with the shirt are 1) the lacing in the back. It's just awkward. 2) the fact that she didn't sew the end of the lace into the seam, and instead has it hiding under the ribbon. That's just bad seamstress-ing, right there.
OTHERWISE, this is a very nice top! It looks like it has overall decent construction, re: chemises. They can be a little difficult to control at the collar, but the seller did a good job, from what I can see. It might not necessarily be loli as it is, but you didn't buy it from a lolita maker, so I don't know if that can be a big complaint. I do think with a cute loli skirt (especially one that you could tuck the shirt into) it would be really adorable.
OOOh, or with a pretty lacy bolero over it! That'd be so cute. ; u;
Honestly for $30 you should be expecting pretty much Walmart quality (and if you look at the photos in her Etsy shop, she definitely isn't misrepresenting her work). Say it took two hours to make the shirt from cutting materials to shipping it, there you have your $30 fee. A high quality blouse would cost over $30 in materials alone, plus several hours of work (say you are paying yourself a fairly low rate of $15/hour), so you would end up with a cost much higher than $30.
You could buy something better for $30, if you buy it from mass retailer that that can outsource labor and buy in huge amounts of bulk.
To be honest, while I won't disagree with what some of the others have said, in the end, it's up to you if you like it or not. If you feel it was worth the $30 you paid, then I'm happy for you. Personally, I like it. I would wear it under a JSK, but then, I don't own any skirts.
Well since you asked for a chemise-style blouse, that's what you got. Chemises are meant to be loose and not fitted. I think a more fitted blouse with darts or princess seams would be more suitable for lolita and more flattering.
