It sounds like she should be paying for the house phone and you should be paying for the internet then. The solution of shutting of the internet is wrong because you obviously use it more. That doesn't make any sense.
I hope you can stay with your dad and that in your search for a roommate, you find a better one.
Set up brighthouse only in your room and password protect the modem so that if they want the internet they have to go through you to get it.. bwaahahaha
