Yikes! When my grandmother married for a second time, her hub came with one of the oldest houses in the village. On the second floor there was a door. No steps.

Whoops, hope they kept the door locked!

My mom told me people used to do this to farmhouses bc it gave them a tax break due to the building not being completed, not that I think that is the case here.

This looks to me like they closed in what was once an open porch. Anyways, it's ugly, and doesn't look like the house is seeing much use these days...

LOL that is funny "What, officer? Nobody lives here. Look, there aren't even stairs!"

In Egypt they had a similar law where you didn't start paying property taxes until the building was done, which was VERY loosely defined, so you would see weathered old wood and rusted rebar lying on the roof because they were "still building"

Watch out for that first step... it's a lu-lu!"

The path seems to be running around to the back(?) - maybe it's just a window in a door-format and they just happened to have a door ....

Perhaps! It looks to me like they closed in what was once an open porch. An unfinished project perhaps, but it looks like the house ins't seeing much use these days.
