I mentioned midway through "The Way of the Apartment Manager" that Yukiko is a genjutsu expert because she absolutely sucks at ninjutsu. The following ficlet is a slightly more detailed explanation of her problem, which is a variation of Rock Lee's inability to use externalized chakra at all. I figure that if one person (Lee) has a problem with external chakra manipulation, it is highly likely other people share the problem. It's just that most people don't try to become ninjas, so they'd never know. (And probably most ninja clans have worked hard to breed the tendency out, insofar as they can.)

I love that "pushing her arm through the eye of a needle" image, and the whole way you envision chakra disabilities. That explains her problem so well. For that matter I like that they don't call it a disability, too. And I like that she didn't go to genjutsu because she actually liked manipulating people or was especially skilled at it. Hee. ♥

The disability thing... it is one, in the technical sense -- this is an ability most people in Naruto's world have and a few don't -- but because most people don't ever even try to do external chakra manipulation (since most people aren't ninjas), calling it a disability would be like saying all civilians are disabled. Which would go over like a lead balloon. And anyway, it's not as if being unable to do ninjutsu has any effect on most people's quality of life, whereas, say, being blind does. So the ninjas talk about chakra manipulation limitations, and non-standard chakra coil alignments, rather than talk about disabilities.
