As per this exchange between Aeon!Mint and Psycho!Jing, said jerk is going to try his hand at "liberating" a few people of their newly troublesome powers.
Basically, he'll take the end results of Yuuko's magic manifesting inside people without actually taking the piece of "Yuuko" that they were given. (Confusing, I know.) But the results would be either that the person was still "altered" without being able to use those powers, or they may think they've gone back to normal altogether, even though they haven't.
