Sora's feeling a bit cooped up in a place he has no intention of staying in for the rest of his life, so he's feeling a bit peckish. Who wants to have his/her/it's heart 'borrowed'?
Sora has been living as a half-Heartless for quite some time now, and unfortunately, he's developed the characteristic longing for hearts that Heartless are notorious for. While he does have his own heart, now and then - when he has nothing to do - he would get cravings to go and take hearts out for no other reason than the action itself.
The cuffs here in Econtra do not allow him to take hearts as he usually does, so he's going to settle for the next best thing - leeching. Basically he's going to do what Xehanort's Heartless had done for Riku in canon - in exchange for unlimited power/enhanced powers/new abilities, etc., he'll be able to latch on to a person's heart and drain it of all 'energy'.
It doesn't physically hurt the person, if anything, it enhances him/her - you might gain a related ability to one already existing, or he can get rid of a current condition/state of mind that you are now having, etc. The only downside is that the person will be 'darker', not necessarily evil - it can be anything from mood swings to snapping at other people or a general tendency to be snarky. The level of change should be equal to the abilities gained. That's up to the mun to decide.
That state of mind will last for a week. That should be enough for him to satisfy his cravings.
Interested? He can do it to three people before the cuffs knock him out.
