You say it's not a high-concept novel, but from your potted summary it sounds like a skiffy retelling of the early career of Julian the Apostate.

Apparently it is a retelling of the career of Julian the Apostate. So here's the part where I confess my abject lack of knowledge of that part of Roman history ... and run off to Wikipedia.

Still, I have to say, I still don't call that "high concept". Not like THE CHRONOLITHS, for example, is high concept. Interesting and worthwhile, yes. But high concept? Not to my mind. Still a very fine novel.
