I'm really starting to suspect that I'm not even going to end up with an interview for that job that I applied for last week. I'm very disappointed.

Call or email them and ask them if they received your cv. If you don't follow up, you can't expect things to fall into your lap.

It's just that all the hiring is done through HR, and not throught the place that I actually applied. Who would I call?

Why not call both? If you used a headhunter or an agency, it doesn't hurt to check that they sent it off. Call the actual office - like the front desk - and ask to speak to the director of human resources there. You then say, "Hi, my name is _____, I applied for the position of ______ last week and I was just checking up to see if you received it."

They'll either blow you off, say yes they did and be very non commital or ask to meet you. Expect the blow off, but do it anyways. At least you can say you tried, rather than sat around wondering what-if.
