Well you could have just asked... ;) but then, I probably wouldn't be much help because, honestly, most storm sewer pipes just aren't that large. Maybe under NYC (where there are whole levels of underground pipes and a lot of people who live in the tunnels). Even a 36" pipe, though large enough to crawl through, you wouldn't send someone down in because they can die from a lack of oxygen (air doesn't circulate well in those places). Now, people might walk through an RCB, but they're rarely longer than a hundred feet or so.

Jogger sounds much more plausible.
