Tandy Leather has boots that you can make which work perfectly. They have a bunch of moccasin boots that are all cut out. You just have to sew them together.
If you get hold of any old cheap costumey boot covers which fit you, you can split all the seams and have an instant pattern with which to remake them in the right fabric.
My wife used them when she did a Leela (back in 1984, so these boots have some staying power; they're still around!). They didn't cost as much back in '84, but then everything was cheaper, even the salaries so I guess it all balanced out.
She got the brown ones like in the link; they looked great and went well with her costume. She got complimented on by several serious Who fans (including the late Mark Lenard - Sarek of "Trek" fame - who was one of the guests at the Con and one of the judges at the costume competition, and also a great Who fan).
