Sadly, as far as his shirt goes, there aren't any terms for it. It's simply a frill shirt. Then he wears a waistcoat and I believe what is a Frock coat over it all.

His shirt's called a poet shirt- http://canterburyroadcostumes.com/images/poet-shirt-3.jpg. Very popular in the Romantic era.

In terms of the outfit overall, i'd say it's more Romantic era than Victorian era, due to the ruffles. Victorian era clothing was pretty devoid of ornamentation, and Victorian suits were all about rocking the cravat.

Yes, that's a frock coat. Though the cut of his makes me think more 18th century than 19th.
