God awful X-Men outfit is indeed a play to Wolverine's, but an especially weird one because he only wore it, like, once, after mugging an alien and stealing his clothes.

Seriously. The costume belongs to one of the Shi'ar Imperial Guard--dude named Fang--and Wolverine got it because once, when the X-Men were fighting the Guard, Wolvie's clothes got blown up... So he did the logical thing and beat up an alien to steal his clothes. I wish I was kidding--check "The Fang Costume."
