In my personal canon, it's been about a year since the actual divorce, maybe a year before that, that they separated. Stella's a lawyer, of course, so she might have managed to wangle a divorce quicker than that, citing Ray's time undercover (because I doubt this is his first job undercover) as time separated, too.
My only canon 'proof' of that is how much in love with Stella Ray still seems to be; he moves on faaairly quickly after Strange Bedfellows, but before that, he's still very much in love, very much obsessed, and him and Stella sleeping together is still a fairly regular occurence, which would suggest that not that much time has past.
Strange Bedfellows takes place only a few weeks after Ray K shows up, and Fraser is clearly running around the NWT in the summer during his "vacation," so Strange Bedfellows is taking place in, umm, September or early October, wouldn't you say? But September or October of what year? 1997?
