Yagami had no one to help him when he was cornered as Kira in our world. He wanted to cut down his alliances to avoid making a mistake and any of his allies from making mistakes.

However, he most likely decided that that was a mistake on his own part, and thus, sought out alliances with people who have greater powers than he possesses. Most likely powers of some sort of manipulation since killing people in the City would gain no advantage for him at the moment.

I am afraid that I know nothing about the Order other than that Dietrich is in it. Father Nightroad told me he worked with others and he mentioned "Team Rosen" when affected by that "Pokemon" curse. I have nothing but a name. No faces to apply to it, no motives. As they are without a doubt secretive I am sure nobody else knows anything about them. Investigation is...nearly a futile effort.
