no i originally had a suggestion for ii as well as vi and xi and deleted ii bcz it was a bit sketchy and apparently did the deletion clumsily and wrongly

suggestion for ii was: is this something to do with the habsburgs

Agree about the Balfour Declaration being the answer to vi. They did a feature on it recently on the Today programme.

vii. is the Zimmerman telegram (the vehicle that provoked the US to join WW1; it was a secret cable sent by the German foreign minister to the German ambassador to Mexico but was intercepted by British intelligence and then leaked)

I only know this as it's also in this year's Christmas Quiz set by the people who contributed to the GCHQ Puzzle Book that was all the rage last Christmas. They also had Mata Hari as one of the answers in the same round said Quiz, but used her real initials for the clue not a code name. Nothing else there seems to help here, at first blush.

more re ii (a bit looked up): there are various frederick augustuses, most of them electors of saxony, some of them kings of poland, the final one abdicating as king of saxony in 1918 as a consequence of the defeat of the german forces in ww1, at which point saxony became the weimar republic (but this seems to be 1918 not 1917)
