This takes a lot of thinking, but my immediate impression is that it could go either way and both at once. I think there would be a lot of friction between them (heh) since yes, I can see Vecchio trying to call the shots a little too much. And if there's one thing Kowalski hates it's being steamrolled by a partner.
Their respective fighting styles could get them into trouble too. Vecchio (pre-Vegas, at least) is so used to the go-nowhere family bickering that he can probably take a lot of flak and come out of it more or less intact, even when it's incisive and personal. Ray K., on the other hand, fights to win, and seems to implode a little when he's really having it out with people he cares about. He'll gripe half-heartedly about things that matter less, but when he is wound up he is wound up and Vecchio's possible inclination to wave it off would probably drive him batty and feed his insecurity. I don't think that kind of clash would bode very well for working together, when being partners is such a necessarily personal thing. But

I also meant to say that I think you're right about them being the same. During all the fighting and carrying-on there might be times when they just click. When all of a sudden they are just on a brainwave and finishing each other's sentences and bang bang bang building on each other's hunches and cracking cases wide open. And that is where the whole mess might be saved, even if they do want to throttle each other most of the time.
And based on the bits in CotW with both Rays together, I suspect that they will mostly work together just fine, based on their similar expectations and assumptions wrt cop work. On the other hand, I also suspect that there will be times in which a disagreement between the irresistible force and the immovable object degenerates into a screaming match that will leave them both longing for the good old days when they worked with someone who was, granted, a freak, but at least not TOTALLY FUCKING UNREASONABLE like that ASSHOLE RAY.

I really need to think about this some more. I have hopes to write Ray/Ray casefic one day, but clearly I need to familiarise myself with the boys more. This might involve fucking.
I agree with the above poster who said that based on CotW, I think they'd work together well. After awhile. And not all the time. But mostly. ;P I mean, they went from nearly having it out to laughing over Fraser in seconds. Then they worked well together for that short time, with added awesome snark. "Why do you keep shooting? You're a lousy shot!"
And randomly, I'd just like to take this time to say that I adore when they're arguing over who goes first. Tra la la.

Yes! I LOVE that about CotW. They so clearly click after their jealousy butts up against each other. And then working together in the shopping mall/carnival thing with the snark? Delicious.
