why should we expect the people most hurt by it to lead the clean-up?

I think because, historically, they've been working at solving this problem much longer than us. Also, they know what the problem is much better than White people.

We can't be a bunch of White saviours coming in to fix everything, just as we can't say "welp, not our problem, you fix it".

So to go back to the quote:
People of color, women, LGBT people, and members of other marginalized groups are not a liability to the resistance against Trump; they are its leaders.

Yes, exactly that: they are the leaders. We are the followers. There'll be opportunity to be in the front, but that should happen when we're asked. "The police are coming in. Can we get some normal looking White dudes at the front? They might not pepper spray them, but they'll definitely just start with the pepper spray on people like us."
