Pulp-style "mystery men" fight crime in a city that's the bastard offspring of Frank Miller's Sin City and Ridley Scott's Los Angeles from Blade Runner.
What is the "power level"? Is a guy in a mask with a couple of heaters as weird as it gets, or does he know some "Tibetan techniques"? Do scientists make breakthroughs decades ahead of their time? Do stage magicians sometimes seem far more effective than the ones we are familiar with?
Maybe even Darkman, but Darkman crosses a line that I'm not entirely sure about. The other characters use their skills to fight crime - they may have "powers" but those powers were theirs by virtue of mastery, not accident. Darkman's synthetic skin fits right in, the super-strength less so. On the other hand, he fits the style, so unlike non-powered costumed supers like Batman, I'd probably let it slide.

OK, the 'S' part is not serious. The Green Hornet, Mandrake the Magician. Maybe some more modern heroes inspired by the style, like The Question (and hence Watchmen's Rorschach).
