Because, once - or twice, or countless times that no one ever knew about - Uther came back exhausted from the settlement of a feud, and was alarmed by nursemaids that Arthur would not stop crying. Uther picked Arthur up and brought him to his - their - throne. He tried to talk about Ygraine but his throat closed up. Instead, he told him about war stories and epic tales about Dragons and conquered lands. Gaius found them like this a few hours later.
