Because the finished product will be RAE-able... it gives them two chances to throw papers out, at the abstract stage and when they see the finished thing. Or they will be circulating them, but they have forgotten to say this. Are you considering it?

I kinda have to consider it for local political reasons - and I'd already asked this question about completed papers but received no answer. If I've completed my paper in January why do I need to deliver it? Why have a conference at all?

The next RAE is likely to be very different; articles and books will become bibliographically top heavy I predict.
