Oooh, nice one! I liked the details with the cars, noise and scarf. The atmosphere was well done.
I can't see Hermione impoverished though, she and Ron both working with no kids yet. And, why not transfigure the scarf into a fur coat for Pete's sake? In fact, how could any witch or wizard be poor as long as they had enough magic skill to transfigure things? That was not well thought out by JKR. Sorry, I'll go rant elsewhere....
I also can't see her as Head of Law Enforcement. Yes, she was good at defense but I don't think she would ever be an Auror. She's too brainy. Now, Head of Records, yeah, that I could see.
Well, the whole "What are the limitations on transfiguration?" debate didn't even enter my mind while writing this. But I guess that maybe it's not so much that she's impoverished, just that she isn't crazy rich, and that she and Ron don't spend all their money on snazzy clothes.
And as for the whole Law Enforcement thing, I was picturing her being in a sort of an administrative position, not an Auror or head of the Auror office. But she's such a stickler for rules...
The little details really made it for me - the atmosphere, the weather, the clothing. And the Weasel! Oh yes, that's how I'm going to refer to Ron as now on.
I really liked it that there was wonderment, but it didn't seem unnecessarily regretful. Loved the 'a street Draco’s never even thought to visit' detail and of course, the WEASEL! XD

The head of that department is traditionally a seasoned Auror who shows aptitude in administration. That's why I mentioned it.
