Frankly I was impressed that one guy animated the entire thing himself. Apparently he was trying to draw the stuff in a mecha-anime style from the 80s. *shrugs* I see no harm in it; I saw it as a tribute to Doctor Who drawn in a certain style, like most fanart is.

Oh, trust me. I could tell. There was even the wibbly eye-effect. And the poses. I have, perhaps, seen far too much mecha anime...

There's no real harm to it. It's just extremely scarring to see Who reduced to a mecha anime.
