It's an stream on Earth. In Oregon. Don't ask why the Master was in Oregon, but he just was. And he saw the stream there and decided to have a nice little angst. XD

Well, obviously there was something evil in Oregon to investigate. You know what? He was probably at The Oregon Vortex House of Mystery in Gold Hill. Doing something nefarious there.
