I was sincerely curious as to whether we were encouraged to put religious figures in the list or not, as they are of HUGE importance in culture and influence. But there is that little bugger of stepping on (quite a few) toes--regardless if you want to cite Judeo-Christian or any other religious figure.

Any and all fictional characters are welcome for submission. The fictional nature of certain characters might be debatable, but it's not a debate I'm going to be waging from editorial. We've already received a number of submissions of mythological characters that at one time or another were predominant religious figures, so I'm not going to draw a hardline for or against those kinds of entries. As far as I'm concerned, a character is a character here. Similarly, fictionalized versions of real life figures could be considered valid for the list (if, for example, you found Agatha Christie especially compelling in Doctor Who). If there are any submitted characters that really shouldn't be on the final list, we're receiving so many responses that the sheer number of entries will weed them out. So feel free to list away :)
