Leaving petty theft and marriages to the courts is fine with me.
Ophelia is closely associated with the Arrancar Nnoitra, among other dangerous forces. I would not rely on being able to control her actions, nor on being able to completely avoid conflict with her allies.
It depends on how much we are willing to trust her word that she is, in fact, bored, and would take orders.
On the other hand, the general public's knowledge that the police force has an ex-convict - under the City's own limited system of laws - under its employ might be further damaging to our limited image.
She garnered a response from the police force of over one third of our contingency. If it was meant to discover who would react from the force, it succeeded; her allies can easily see who responds to the call of police.

I've read up on her, checked through records, things like that. She's rampantly murderous and incredibly unstable. Even more so when something makes her change. She can't be trusted.
...However, should you let her in, I will personally undertake monitoring her. She's very powerful, it seems, but nothing I haven't dealt with.

I think having transparent guidelines is perfect. Though I would be hesitant to declare Homeworld laws being in effect, because that suggests we would be monitoring drug trafficking, theft, and etcetera. I would limit the scope to murder, assault, rape, terrorism, and supernatural and spiritual abuse such as mind control, soul tampering - things like that. Of course any matter outside of those things that we're asked to weigh in on would also be applicable

It depends on which affords us the better benefit.
It may not be what she had in mind. But it's a possibility that it may be used as such anyhow; none of the responses were filtered in any way.

I say no. Both myself and the former Warden were seriously injured by her. I cannot objectively work with her.

1) Short list of very clear, easy to follow and simple rules.
2) A system of rewards.
3) Three members with a great deal of patience and firm stand ability to keep 1&2 enforced.
