In that vein (sort of) they could expand the "membership card" that some local places offer to include electronic reading rights. A code printed on sticker attached to the dustjacket allows them to use their membership account to access the book online (via kindle or iphone or whatever). Maybe mash this up with something like GoodReads (but just for members of that bookstore!) that lets them share comments and recommendations? That way the reader gets benefit for electronic access but also personal contacts that tie them to that particular bookstore. After all, people like to be friends with those who live near them.
