Some places ship internationally, but if they don't you can use Tenso to get things from Japan, or you could go the shopping service route with Celga or Crescent. :)

That cosplay book looks amazing!

Well I couldn't find it on Tenso with my painstaking cut-and-paste-katakana-from-Wikipedia-Fu, but those second choices would be an option...If I had a beard to twirl, I would be doing this right now.

http://www.tenso.com/en/shoppingguide/ this might help? Tenso just provides you a Japanese address to ship to (and then they ship the item to you), they're not a selling site. You have to order from the link you posted yourself. :)

Celga & Crescent are both very one-on-one and will do it for you though, if you have too much trouble navigating.

That picture looks like the ones from the "How to Cosplay" Volume 1 from CosNote. The book is all about special effects make up and there is a tutorial on how to to the Black Jack make-up.

The book itself is fantastic, it has a great deal of information on doing different styles of make-up. I picked up a copy at my local Books-A-Million for $24.99.
