So  a long, long, time ago, I drew fan art for remuslives23's fantastic "Honour the Dead, Cherish the Living" (go read it, it's brilliant!). I never posted it, due to scanner issues. Well, years later, it's fixed! Miracle of miracles.

I definitely think that Ianto could be a tattoo kind of person. His character isn't exactly elaborated on in canon, so that leaves him a fairly blank slate with a side of 'obsessive', 'loyal', and 'annoyingly neat'.
