That bothers me to no end. My mom comments at the 'amount of noise' all the time but I keep telling her they're just excited to see people and as soon as you take them out they calm down A LOT.

Same here. Most dogs in the shelter, even the well behaved ones, will jump up on kennel doors and bark at times. It's natural doggy behavior. :\
