This brought a few tears to my eyes and I imagine how Sam would be angry and disappointed in his superiors.

You said you weren't sure about this being fanfic material and it certainly isn't a topic I've seen in a story before but you haven't been disrespectful to any of the families who have lost someone. You've just used a fictional character to point out the real failings of the police on that day.

So good. This fic is just right, certainly Sam didn't fight against Gene by only his superior future skill. It's his nature which might have came from the childhood memory of the father and a woman in red.
I think Sam is a fighter while Gene is a protector. That's why every girl needs them as a pair.
Without any sexual thing, you manage to hit my heart, quite a miracle. Please don't. I want to be wanton ever :D

You've hit the nail on the head as always; what I wanted to show here was how this terrible day had helped to form Sam's views on his responsibilities as a police officer, and made him passionate about rooting out laziness and corruption in the force.
