Oh, Paul! He's definitely the character I disliked the most throughout the run of the show, but at the same time, I think Tahmoh is such a charming actor with wonderful comedic timing, and he gave him some really likable moments in a role that was pretty difficult to make likable at all at times. And in retrospect, I kinda like that he went as dark and creepy as he did in his quest to find the Dollhouse, just because it was another way of showing what the House was capable of in terms of being scary.

I sort of came around to Paul/Echo in the end, but I always just loved Paul/Mellie. It became so dark and disturbing so quickly, but I think the way that juxtaposed with Tahmoh and Miracle's chemistry (which was so warm and sweet and charming, gosh darnit!) made it really powerful.

While the character of Paul wasn't as complex as Adelle's, I still liked Paul somehow.
I think most people didn't like him (or found him to be boring), because the reason for his obsession concerning Caroline and the Dollhouse didn't come through that much or could have been further explained in the very early episodes.

Even before the show had started I was kinda rooting for Paul/Echo (okay, I didn't know anything about Mellie at that time, of course), because I saw some video clips of Eliza and Tahmoh at the Comic Con in 2008 and I just thought they had a great chemistry. (My anticipation was so high at that time. Dammit, Fox!) So, when the show started I was really looking forward to seeing them together, but they didn't really meet until "Man on the Street" (the unaired pilot doesn't count^^).
Anyway, I also think that Tahmoh and Miracle's chemistry was great, although it was on a different level like you mentioned.

Paul/Mellie wins for sure. They were adorable. I never could get behind the Paul/Echo ship, it didn't work for me.

A lot of the time I found him kind of boring, but I did like him, and I LOVED him when he was funny. XD

I really liked both Paul/Mellie (seriously adorable) and Paul/Echo (seriously hot). I don't know if I could choose.

I started out HATING him, all Captain Save-A-Ho and shit. (Literally, my God.) But he grew on me as he was a little bit exposed and a little bit pathetic and a lot morally compromised. By the end of S2 I was cool with him.

I don't like either ship, per se, as in "want them to be together." But I liked what they did with Paul/Mellie. She really was exactly what he needed.
