Do you think they evolved to this state as a result of Davros's failure at the Crucible in Journey's End? Not certain. There was that incident with the Eleventh Doctor when he traveled to WWII, and they rolled out a new form of Dalek. The older Daleks needed the Doctor to identify them, might have the remnants from the crucible in Journey's End--as well as some of the Daleks who were confined in the Asylum. The Daleks told the Doctor that they had become something that even the Daleks didn't recognize as truly Dalek. But the new Daleks promptly killed them. Was their use of human hybrids a continuation of their experiments in Daleks in Manhattan? Don't think so, and the Daleks started out as human or humanoid before Darvos corrupted his species to end a civil war. If anything, the Daleks monumental failure in their attempt to combine human and Dalek DNA in Manhattan should have made them shy away from humans. In the Churchill Episode, their Android resorted to his human programing, so frankly I'm surprised they took the
