I actually can't choose a favourite, I love The Master (Delgado mainly, Anthony.... whatshisname? was a bit too obviously slimey and wierd for me... and for me he wasn't really a villian more a really messed up TimeLord... my take on Villians tends to be more robots and such) but I also love Jamie and The Brig.
I'm not sure that someone like The Brig changed it much apart from bringing in a slightly more military feel. As far as weapons/fights go the one thing that tended to make for more fights was having Leela around actually (which I personally loved).
As for people like Jamie though? It just made the worlds of Who feel a little wilder and different, probably because Jamie tended to wander off a lot from the ones I've seen?
This is in retrospect from oh twenty to forty years ago, but I recall crushing on Ian. I thought Jamie was a cross between Ensign Chekhov & Mister Scott of Star Trek. He did seem to serve the same purpose: terminal male cuteness, bright, and with plenty of cheek, but if I recalled he and the Doctor had a lovely relationship that didn't change when Victoria and Zoe came on--I don't recall any sense of the competition for the ladies attention that was between Jack and the Doctor for Rose, or Rory and the Doctor for Amy. I cherished the Brig and Benton because they were the "Cowboy/Marine" image of the show. I'm American so I kind of like the idea of the hero who didn't pull his punches and knew when to use his gun. Poor Harry ...he was the bumbling guy. Although Lis talks in her interview in the Doctor Who special about tripping on twigs (She did the interview in the nineties before NuWho, it was more Harry's job, while Sarah of course was more independent and competent. Adric was more my daughter and son's generation.
My fav is the Brigadier. I find his relationship with the Doctor very interesting and think he's probably the best friend the Doctor's ever had. While most companions came and went, the Brig didn't leave, as he never really joined the Doctor's travels. He was there on earth, always ready to come to the Doctor's aid if he was called/summoned/heard the Doctor was in trouble. I think that made him quite different from most other regulars.
I love Ian, especially his dynamic with Barbara. But Harry is also terrific, and Turlough has grown on me. I started out hating him and then gradually got won over. He went through a whole character arc. Plus I like Jamie a lot. He brings that historical aspect to his serials and is a fun character. And then there's the Brigadier, always so strong. I'm counting Big Finish, so I'll put Frobisher and Hex on my list of great male characters too. Frobisher amuses me, while Hex adds a new dimension to the Seven & Ace audios.
