I have been creating all of the characters from Doctor Who in Sims form, I was posting them thru my other livejournal but decided to give them there very own home as this has turned into a huge project. I don't even play The Sims, but this makes me wish I owned the game ;)

:) They have been fun to make. Even more fun to play. I have them all living in the same neighborhood right now. I got rid of all of the people who were living in the neighborhood. :)

Ooh, I'm jealous! That sounds really fun.
But I already spend too much time on playing Skyrim, installing The Sims would mean the end of my social life ;)

Right now I'm even working on creating a world for them to all live in. I started building the pyramid where the Silence were held already and a couple of gardens. I am planning to build home for all of my sims, the TARDIS (as a resort so the companions can come and go), plenty of community lots. I am even going to try to build the Valiant and have in hovering.

Will these work on just the base game?

Yes. The game will just replace any items you don't have. So they may not have the exact same clothes if you are using only the base game. But the hair, eyes, faces, all of that will stay the same.
