The main run you've been offered is one of the strongest periods in the early middle period of the magazine's history, with first John Freeman and then Gary Russell as editors increasing the depth and quantity of the factual information included. They are certainly worth you looking at - and there will be a good amount on Doctors four and five (sorry - edited to pay closer attention to your concerns). I recommend the index mention above too.
I think how "valuable" or "collectible" they are really depends on you. Personally I have gone on ebay and bought a bunch of issues so I now have all the issues going back to when it was first announced that the BBC was bringing back the show to the present day. I love going back and reading the interviews, looking at the pictures, the letters readers sent, in, etc. I'm not sure exactly what kind of features it had between 1989 and 1994, but if you're interested in reading interviews and such, I would recommend them just for that and if you think one read-through of each is enough, then pass them on to another Whovian :)
I know what you're saying about value being personal - but at the same time I'd feel an obligation to tell my friend, who is willing to just give them to me, if the set was selling for $1000s on ebay for instance.
Or if there were many other Who fans who really really really wanted those editions and I'm just sorta interested, I'd make sure the magazines got into the hands of those who'd love them (which I think is what I'll do once I've had a look through them! :-) )
