Help from fellow Whovians needed

I'm desperately looking for a quote nd I cannot find it or the life of me. I've googled every freaking combination I can think of, I've gone through WikiQuote and I'm just stumped.

I'm fairly certain it was a Ten quote, as it was in some sort of rambling, and I have a visual in my head of him on screen facing to the (the viewer's) right, with a wall

The best I can do is I remember it was something about others not following what he was saying because he thinks so fast his words can't keep up...

Love it! I have the whole "Bingle bongle dingle dangle" or whatnot as my alarm on my phone. Everytime it goes off I get the *strangest* looks! I love it.

Aww, unfortunately it wasn't from the net. I have an Android phone so I looked in the Play Store for Doctor Who ringtones and sounds and got it off there... =(

There's that bit in "Blink" where the Doctor is rambling in one of the DVD Easter Eggs about the timey-wimey stuff--Sally comments that a sentence got away from him and is shocked when he (onscreen) agrees. Could that be it?

In Tooth and Claw, there's a scene where he's working everything out and going "my head!" while messing up his hair spectacularly:

(very fast, working it out)

(he ruffles his hair violently in his eagerness to work it out)

I'm starting to think I imagined this scene, or perhaps it's not Ten and it is Eleven... Hmm...
