I honestly don't think they should ever bring her back. This is admittedly in part because I thought "The Doctor's Daughter" was the worst episode of Doctor Who since "Timelash" in 1985, but also because I don't think there's much for the series to gain by having the character return.
I didn't mind Love and Monsters - I thought it was an interesting experiment which didn't quite work, as opposed to Doctor's Daughter which I flat-out disliked.
I suppose you do have a point there. L&M was an experiment that didn't quite reach its potential.
My problem with the Doctor's Daughter was it was a series of moments that tried too hard to thrust a character onto the audience and just failed... completely. I mean as hard as David tried to sell those moments as the Doctor, it couldn't make up for the fact that: a) the audience had to basically watch in confusion as the Doctor had a teenage daughter thrust on him out of nowhere, b) tried to sell us a relationship that didn't exist between the two (after about a moment's hesistation from the Doctor), c) ended with an emotional impact in having Jenny shot, only to revive her without the Doctor knowing this therefore tearing apart any emotional impact there was in the first place.
Oh wait, I've just realised I really didn't like this episode. Forget what I said. This was a worse episode than Love And Monsters.
In my mind, Moffatt seems quite determined to run a different ship to RTD. Therefore, I don't see him wanting to bring her back. I think RTD should have bought her back as part of the specials, which would have been a brilliant way of preparing the transition.
Probably to give himself options, but his Who has such a different feel to it. He's been far less subtle about the story arc than RTD. And that's saying something !
I know Steven probably has no plans to bring her back as far as I know but I still wouldn't rule out the possibilities, though RTD missed an opportunity by not using Jenny in the specials.
I would love to see Jenny back, because it would maybe, just a little bit, lessen the Doctor's cosmic angst. Which I realize has nothing to do with plot or story and everything to do with me worrying about the well-being of a fictional character, but whatever.

I still agree. It was a poor episode. And there would be very little to gain from the return of Jenny. I didn't really like her at all as a character.

I cringe at the idea of her coming back, but I also assume that Moffat would not do so without some interesting and non-lame thing to do with her.
I would also expect him to recast her and have her have gone through a regeneration--it would separate the character from the feel of the RTD era.
