The one second out of synch device has been used in at least one book, as well. (Might actually have been "Human Nature", but I have to think about it.)
It was also used way, way back in classic Who in "Face of Evil" (Fourth Doctor) but in that episode it was stated that the time barrier couldn't be breached from the outside . . .
i've never understood the "one second out of the loop" thing. I mean wouldn't only be hidden for one second after you put it out of the loop? maybe I'm missing a totally obvious way of looking at the phrase
