Well yup. This episode was written by Steven Moffat and the short story you mention has been put up on the BBC Who website.

Moffat actually adapted the plot of Blink directly from the short story from the Annual (called "What I Did For My Christmas Holidays" or something in that vein). He and Tennant discuss this at some length in the episode's Confidential.

And agreed on Blink being one of the best episodes we've had so far this season.
