I'm pretty sure that's the altverse wedding after they've shucked their burned and goo-covered formal wear and had all the Yaywedidn'tdie!sex, then got dressed again to pose with the arm for Torchwood bragging rights. Also for the Doctor to have a picture to shove in Jackie's face when she demands another wedding. Because you know all the aliens would invade. EVERY TIME.

The real question is what the Doctor is whispering in Rose's ear to make her smile like that...

The aliens would invade every time... I feel like there should be at least 5 different attempts (including one where they just try to elope) at the whole "wedding thing" and once they finally swing it everyone is so surprised, including them, that nobody believes it's true. Until their first anniversary, when the world tries to end (EVERY YEAR) in celebration.

And so Pete has to make them go off-planet every year for their anniversary just so he doesn't have to deal with the paperwork.
