Why does Davey Jones look just like Chekov?

The Chekov character WAS an imitation of Davy Jones. Gene Roddenberry admitted it, he was going for the youth audience. I think Walter Koenig wore a wig until his own hair grew out. So Chekov looked as much like Davy was was feasible.

I remember reading that about Chekov many years ago. The character was also added to the cast after Roddenberry was criticized, not unreasonably, by the Soviets for not including a prominent Russian crew member in the first place.
